The District Commissioner, Sonitpur, Assam on August 05, 2026, notified regarding the Implementation of the Telecommunications Act, 2023 and the Telecommunications (Right of Way) Rules, 2024 in the Sonitpur District.
The following has been stated:
• The administration has adopted and reiterated the Assam Government Notification dated June 15, 2026, concerning Right of Way (RoW) permissions for telecommunications infrastructure under the Telecommunications Act, 2023, and Telecommunications (Right of Way) Rules, 2024. All RoW applications in Sonitpur shall be submitted, processed and disposed of exclusively through the Assam RoW Portal, with final permission to be issued by the District Commissioner. No administrative fee or RoW charge shall be levied for installation of mobile towers and related telecom infrastructure on private property, while charges for street furniture shall be limited to the rates prescribed under Rule 11(8) read with Part 3 of the Schedule to the RoW Rules, 2024.
• Further, under Section 14(3) of the Telecommunications Act, 2023, telecom networks installed on any property shall not be treated as part of that property for property transactions or for property tax, cess, fee or duty purposes. Under Section 14(4) read with G.S.R. 72(E) dated January 29, 2026, public entities are restricted from taking coercive action such as sealing or shutting down authorised telecom networks without the prescribed approval, except in cases of natural disasters or public emergencies.
• All offices, local bodies and agencies in Sonitpur have been directed to ensure strict compliance and monitor the portal to avoid delays in telecom infrastructure deployment. The Notification is effective immediately.
