The Reserve Bank of India (RBI) on August 19, 2026, issued a notification regarding Implementation of Section 51A of UAPA, 1967: Updates to UNSC’s 1267/ 1989 ISIL (Da'esh) & Al-Qaida Sanctions List: Amendment of 21 Entries.
The following has been stated: -
•The RBI has informed regulated entities that the UNSC has amended 21 entries in the ISIL (Da'esh) and Al-Qaida Sanctions List pursuant to resolutions 1267, 1989 and 2253.
•Regulated entities must screen their accounts against the updated list and take appropriate action under Section 51A of the UAPA, 1967 and Chapter IX of the RBI KYC Directions, 2025.
•They must strictly follow the UAPA Order dated February 02, 2021 (as amended in 2024), including freezing assets where applicable and ensuring no accounts are maintained for listed persons or entities.
•Any delisting requests received by banks must be forwarded to the Ministry of Home Affairs, and regulated entities are required to ensure meticulous compliance with the updated UNSC sanctions.
