The Government of Puducherry on August 24, 2026, has issued the draft Puducherry Occupational Safety, Health and Working Conditions Rules, 2026 following the enforcement of the Occupational Safety, Health and Working Conditions Code, 2020 through Notification No. S.O. 5321(E) dated November 21, 2025. The draft rules are intended to replace the existing rules relating to factories, contract labour, motor transport employees, construction workers and inter-state migrant workers, as well as the earlier draft OSH Rules, 2022.
The draft rules are proposed to supersede the Puducherry Factories Rules, 1964; Contract Labour (Regulation and Abolition) Puducherry Rules, 1972; Puducherry Motor Transport Employees Rules, 1972; Building and Other Construction Employees Rules, 2002; Inter-State Migrant Workmen Rules, 2013; and the draft OSH Rules, 2022, except for actions already taken under the superseded rules.
Stakeholders have been given 45 days from the date the relevant Gazette copies are made available to the public to submit objections and suggestions to the Secretary to Government (Labour), Labour Department, Government of Puducherry, including through [email protected]. Submissions must specify the stakeholder's name/address, objections, reasons/justifications and suggested amendments.
