The Government of Karnataka on August 24, 2026, issued the Registration (Karnataka Amendment) Bill, 2026, further to amend the Registration Act, 1908.
The following have been amended, namely:
• The proposed amendments to the Registration Act, 1908, introduce provisions for electronic/online registration of documents and strengthen safeguards for immovable property transactions. Section 14 is amended to recognize virtual/online registration offices, while Sections 32, 34 and 35 provide for electronic presentation, appearance and identity verification, including dispensing with personal appearance where documents are presented electronically.
• Section 69 is expanded to empower rule-making for the electronic registration process, including presentation, signatures, seals and fee payments. A new Section 71-A requires registering officers to refuse registration of certain immovable property documents where prescribed original property records cannot be electronically fetched or required documents such as land/property sketches, conversion orders, sanctioned plans, electronic Khata or title deeds are not furnished.
• Further, Section 57 permits specified controlling officers to sign and seal certified copies, and a new Section 82(e) penalizes fraudulent manipulation or hacking of departmental portals/software, alteration of fetched details, selection of incorrect articles or deviation from prescribed registration procedures.
