CDSL notified regarding Non-Charging of AMC for Demat Accounts Holding Illiquid, Suspended or Delisted Securities

Industry Specific ComplianceThe Central Depository Services (India) Limited (CDSL) on September 03, 2026, has reiterated the requirement for Depository Participants (DPs) not to charge Annual Maintenance Charges (AMC) on eligible demat accounts holding only illiquid, suspended or delisted securities.

The following has been stated:

CDSL has informed DPs that a list of Beneficial Owners (BOs) whose demat accounts are in “To be Closed” status and hold only securities that are illiquid, suspended for trading or delisted is being shared with the respective DPs for review and to ensure that AMC is not charged to such accounts.

The classification of securities as illiquid, suspended or delisted is based on the details received from the respective Stock Exchanges.

The DP-wise list of eligible demat accounts/BO IDs has been made available in the respective DP billing folders under the file naming convention “BLNG<<DP ID>>NO_AMC_ISINS_03092026.tar”. Where no such eligible BO IDs are available for a DP, the file will not be available for download in the DP's billing folder.

DPs are once again advised not to levy AMC on such eligible BO IDs, subject to the conditions and circumstances specified in CDSL's earlier Communiqué No. CDSL/OPS/DP/POLCY/2025/661 dated September 30, 2025.

DPs are advised to take note of the above and ensure compliance.
