The following has been stated:

• The Act establishes a specialized medical university headquartered in Ujjain to systematically manage and elevate health sciences education, research, and consultancy across the state. The university's territorial jurisdiction covers all medical, dental, and allied institutions (including Ayurveda, Homeopathy, Unani, Yoga, and Siddha) situated within the administrative divisions of Bhopal, Indore, Gwalior, Ujjain, Narmadapuram, and Chambal. All existing colleges in these regions will automatically transfer their affiliation to this new body, ensuring unified academic and testing standards. Governance is anchored by the Chancellor (the Governor of Madhya Pradesh) and a whole-time Vice-Chancellor, operating alongside key administrative authorities like the Court, Executive Council, Academic Council, and Finance Committee.

• Crucially, the Act equips the state with stringent Emergency Provisions to counteract instances of institutional maladministration or severe financial instability. Under these clauses, the State Government can issue a notification to assume absolute control over the university's financials and structural assets for up to three years. During this emergency period, the government is empowered to downsize employee numbers, mandate strict budget approvals, reduce salaries, and temporarily suspend or restructure active leadership bodies to align with strict state-directed compliance and auditing guidelines.
