The Government of Uttar Pradesh on August 27, 2026, notified the Uttar Pradesh Occupational Safety, Health and Working Conditions Rules, 2026, after considering objections and suggestions received on the draft rules published on March 23, 2026. The Rules are framed under Sections 133 and 135 of the Occupational Safety, Health and Working Conditions Code, 2020.
The Rules supersede several existing State rules, including the Uttar Pradesh Contract Labour Rules, Inter-State Migrant Workmen Rules, Factories Rules, Welfare Officers Rules, Safety Officers Rules, Building and Other Construction Rules and the earlier UP OSH Working Conditions Rules, 2022. They apply throughout Uttar Pradesh to factories, construction workplaces and other establishments.
The Rules come into force from the date of publication in the Official Gazette and introduce a consolidated framework covering registration, competent persons, occupational safety, health and welfare requirements and other matters under the OSH Code. The notification also provides for electronic registration and compliance processes through the Labour Department portal.
