The Reserve Bank of India (RBI) on September 07, 2026, has informed regulated entities about amendments to two entries in the UNSC 1267/1989 ISIL (Da’esh) and Al-Qaida Sanctions List, pursuant to UNSC Press Release SC/16446 dated September 04, 2026. The amendments concern Sanaullah Ghafari (QDi.431) and Abubakar Swalleh (QDi.436), who remain subject to the applicable asset freeze, travel ban and arms embargo.
Regulated entities are required to comply with Section 51A of the UAPA, 1967, Chapter IX of the RBI KYC Directions, 2025, and the procedure prescribed under the UAPA Order dated February 02, 2021, as amended. Banks and other regulated entities must ensure that they do not maintain accounts or provide prohibited services to persons/entities appearing on the updated sanctions lists and must take appropriate action upon identification of any such match.
Any de-listing request received by a bank is to be forwarded electronically to the Joint Secretary (CTCR), Ministry of Home Affairs (MHA). The updated UNSC sanctions lists and applicable sanction measures should be regularly referred to for ensuring compliance.
