Industry Specific ComplianceThe Government of Haryana on September 09, 2026, has notified the “Haryana Interest Subvention for Service Sector MSEs” under the World Bank-supported Raising and Accelerating MSME Performance (RAMP) Programme. The scheme aims to improve access to finance for service-sector Micro and Small Enterprises (MSEs), reduce their borrowing costs and promote investment, employment and growth in the State.

Under the scheme, new service-sector MSEs (excluding trading units) will receive an interest subvention of 2%, up to ₹5 lakh per annum, for a period of up to 3 years, on either a term loan or working-capital loan, but not both. The loan must have been sanctioned/disbursed on or after 1 April 2025. Eligible enterprises include sectors such as healthcare, tourism, education and skill development, IT, R&D, testing laboratories, engineering and design, equipment rental/maintenance, environmental services and entertainment parks.

To qualify, the enterprise must have a valid Udyam Registration, be operational at the time of disbursement, not be an NPA/defaulting borrower, and should not have received a similar interest-subvention benefit under another government scheme. Applications will be processed on a first-come, first-served basis, subject to budget availability. Claims must generally be submitted online within 3 months from the close of the relevant financial year or from the date of notification, whichever is later.

The scheme is effective from 9 September 2026 and will remain operational for 3 years or until the validity of the RAMP Programme in Haryana, whichever is earlier. Applications will be scrutinised by the Directorate of MSME, Haryana, with approval/rejection targeted within 30 working days. Applicants cannot claim similar benefits under other State/Central Government schemes, and incorrect claims may result in refund with 12% compound interest, legal action and debarment from future government incentives.
