The Government of Uttar Pradesh (UP), on August 14, 2026, enacted the Uttar Pradesh Private Universities (Fourth Amendment) Act, 2026, further amending the Uttar Pradesh Private Universities Act, 2019. The Act has been given retrospective effect from July 17, 2026 and specifically provides for the inclusion of a new private university in the State’s statutory framework.
The amendment inserts Serial No. 56 in Schedule 2 of the 2019 Act, recognising Thakur Yugraj Singh University, Fatehpur, Uttar Pradesh, with Anglo Sanskrit College, Fatehpur as its sponsoring body. The State Government is also empowered to issue orders to remove difficulties relating to the establishment of the University and, for a specified period, adapt, modify, add to or omit provisions of the principal Act for this purpose.
The Act further repeals the Uttar Pradesh Private Universities (Fifth Amendment) Ordinance, 2026, while preserving actions already taken under that Ordinance by deeming them to have been undertaken under the corresponding provisions of the Fourth Amendment Act. Any order issued under the power to remove difficulties must be laid before both Houses of the State Legislature.
