The Ministry of Defence (MoD) on August 04, 2026, issued the Draft Kanpur Cantonment Building Bye-Laws 2026.
The Cantonment Board, Kanpur has proposed the Kanpur Cantonment Building Bye-laws, 2026 under Section 251 of the Cantonments Act, 2006, replacing the earlier 1938 bye-laws. The draft introduces a structured online building-sanction process through the e-Chhawani portal, requiring applications through registered architects/engineers, valid occupancy/land rights, prescribed documents, and payment of application, development and other applicable charges.
The draft provides for incentives for rooftop solar and rainwater harvesting for buildings below 300 sq. metres, while making these facilities mandatory for plots exceeding 300 sq. metres. It also prescribes a minimum plot size of 50 sq. metres, subject to an exception for certain existing authorised buildings, and establishes requirements for sanction, revalidation, commencement and completion notices, and occupancy certificates. Unauthorized construction or deviations from sanctioned plans may be treated as unauthorized and may be subject to revocation or compounding.
The draft further divides the Cantonment into Zone-I and Zone-II, with separate limits for ground coverage, FSI/FAR, building height and permissible storeys. Zone-I generally permits higher development intensity, while Zone-II has more restrictive norms. In both zones, the maximum building height is 15 metres; the maximum permissible storeys are Stilt+G+3 in Zone-I and Stilt+G+1 in Zone-II, where stilt parking is used.
