The Government of Madhya Pradesh, on August 28, 2026, amended Rule 2(5)(c) of the Madhya Pradesh Bhumi Vikas Rules, 2012 concerning construction and reconstruction of buildings on smaller plots.
Under the substituted provision, where the proposed construction/reconstruction is in conformity with the existing land use specified in the approved Development Plan of the town, the local authority may permit construction or reconstruction on plots having an area of up to 500 sq. metres, subject to compliance with the norms of the applicable Development Plan.
The key change is that such construction/reconstruction on plots up to 500 sq. metres will not require separate development permission under Rule 2(5)(a). The exemption is, however, conditional on conformity with the approved Development Plan and its applicable norms.
