The Government of Punjab on September 05, 2026, issued the Punjab Custom Milling Policy for Kharif 2026-27.
Through this policy, the Punjab Government lays down guidelines to ensure complete transparency in registration and allocation of rice mills, a sound co-ordination amongst its procurement agencies and the rice millers and necessary checks on defaulting rice mills.
It shall be followed by all the procurement agencies i.e., PUNGRAIN, MARKFED, PUNSUP, PSWC & FCI and the rice millers and their successors/legal heirs, and all other stakeholders engaged in the paddy procurement/milling process.
Kharif Marketing Season commences from the October 1, 2026 or as per the dates notified by the Government of India. The paddy arriving in the mandies shall be procured by the procurement agencies as per the specifications laid down by the Government of India. Paddy so procured shall be got milled from the rice millers of the State as per this policy. The State shall be taken as a single unit for the purpose of milling of paddy and delivery of rice.
It shall come into force with immediate effect and shall be applicable for KMS 2026-27.
