DGFT Exempts Low-Value Exports from RCMC/Registration Certificate Requirement

Industry Specific ComplianceThe Directorate General of Foreign Trade (DGFT) on September 15, 2026, has amended the Foreign Trade Policy, 2023 to provide a de minimis exemption from the requirement of Registration-cum-Membership Certificate (RCMC) or Certificate of Registration for low-value export consignments.

The following has been stated:

The requirement of an RCMC or Certificate of Registration will not apply to an export consignment where the Free-on-Board (FOB) value does not exceed ₹3,00,000.

The exemption applies with immediate effect and is intended to promote small-value exports, particularly exports through Postal, Courier and other emerging channels.

Export consignments having an FOB value exceeding ₹3,00,000 will continue to require a valid RCMC or Certificate of Registration wherever such requirement is otherwise applicable under the Foreign Trade Policy, 2023.

The amendment has been issued with the approval of the Minister of Commerce & Industry.
