The Revenue Department, Govt. of Andhra Pradesh on September 11, 2026, issued the amendments to the Andhra Pradesh Excise (Grant of Licence of Selling by Shop and Conditions of Licence) Rules, 2024.
The following has been amended, namely:
• The amendments revise definitions, provide for online, hybrid and offline modes for applying for Shop licences, prescribe a minimum of four applications for conducting the draw of lots, and provide for refund of the non-refundable application fee where the required number of applications is not received.
• The amendments also revise the provisions relating to payment of Retail Excise Tax (RET) by permitting payment in instalments, introduce requirements for Bank Guarantees, and prescribe a separate framework for renewal of Shop licences and Permit Room licences. Further, a new compliance framework requires licensees to adhere to MRP requirements, prohibit NDPL/spurious liquor, prevent brand mixing, adulteration and dilution, maintain e-Inventory and comply with prescribed penalties for violations.
• The amendments also strengthen digital monitoring and traceability by mandating e-Inventory, CCTV surveillance, digital transaction and stock records, GPS tracking of liquor transportation and integration with the Department’s monitoring systems. In addition, licensees are required to display MRP and prescribed QR codes, provide consumer grievance information including the 14405 helpline, facilitate verification of liquor through the AP Excise Suraksha App, and implement a prescribed mechanism for recycling used IMFL and FL bottles without additional financial burden on consumers.
• The amended rules further prescribe conditions for Permit Rooms, clarify licence validity and distance measurements, and introduce revised application, renewal, agreement and undertaking forms.
