Industry Specific ComplianceThe Information & Public Relations Department, Government of Maharashtra on September 11, 2026, issued the Standard Operating Procedure (SOP) for establishing a ‘Single Window Facility’ for granting various permissions required for organising Live Events in the State.

The following has been stated:

• The Government has approved the Standard Operating Procedure (SOP) for streamlining licensing, permissions and conduct of Live Events in Maharashtra, titled “Executive Order for Streamlining Permissions and Licensing for Integrated Comprehensive Events (SPLICE) for Live Events in Maharashtra, 2026.” The framework aims to establish a transparent, predictable and time-bound Single Window Clearance System (SWCS) for obtaining licences, approvals and permissions required for concerts, festivals, exhibitions, conferences, sporting, cultural, educational, tourism and other live events. The Directorate General of Information and Public Relations (DGIPR) is designated as the State Nodal Agency, responsible for coordination among competent authorities, event facilitation, venue development, tourism promotion and administration of the SWCS.

• The Order provides for use of the Ministry of Information and Broadcasting’s India Cine Hub (ICH) portal as the SWCS until a dedicated State system is operationalised. Applications, approvals, payments, inspections, inter-departmental coordination, tracking, escalation, digital records and audit trails are to be facilitated through the system, with an alternate email-based mechanism available during portal disruptions. 

• The framework applies across Maharashtra to permissions relating to live events, subject to specified exclusions such as government ceremonial events, defence/security events and events that do not require a licence. The Order will come into force on a date to be notified separately in the Maharashtra Official Gazette.
