Industry Specific ComplianceThe Directorate General of Foreign Trade (DGFT), on September 15, 2026, has amended the Foreign Trade Policy (FTP), 2023 to provide a de minimis exemption from the requirement of a Registration-cum-Membership Certificate (RCMC) or Certificate of Registration for low-value export consignments.

A new paragraph 2.57(c) provides that the RCMC or Certificate of Registration requirement shall not apply where the Free-on-Board (FOB) value of an export consignment does not exceed ₹3,00,000. The exemption is intended to facilitate small-value exports, particularly those undertaken through postal, courier and other emerging export channels.

The exemption is effective immediately. Export consignments with an FOB value exceeding ₹3,00,000 will continue to require a valid RCMC or Certificate of Registration wherever such requirement is otherwise applicable under the FTP, 2023.
