The UT Administration of Dadra and Nagar Haveli and Daman and Diu on September 07, 2026, issued the Draft Dadra and Nagar Haveli and Daman and Diu Panchayats Solid Waste (Handling and Management) Bye-Laws, 2026.
The following has been stated:
• The draft applies to domestic, institutional, commercial and other non-residential solid waste generators within Panchayat areas. It provides the regulatory framework for segregation, collection, transportation, processing, recycling and safe disposal of solid waste, while excluding waste categories such as hazardous waste, biomedical waste, e-waste, battery waste and radioactive waste that are governed by separate legislation.
• The Bye-Laws define key concepts including bulk waste generators, source segregation, door-to-door collection, material recovery facilities, composting, decentralised processing, extended producer responsibility, littering and sanitary landfilling. A Bulk Waste Generator includes specified institutional, commercial and residential entities meeting any of the thresholds of 20,000 sq. m. floor area, 40,000 litres/day water consumption or 100 kg/day solid-waste generation.
• The Bye-Laws also provide for Panchayat-authorised agencies/operators to undertake collection, processing and disposal activities and establish responsibilities relating to proper handling and management of waste.
• Objections or suggestions are invited till October 07, 2026.
