The Municipal Corporation of Delhi (MCD) has issued a Standard Operating Procedure (SOP) for enlistment of electrical items/products and makes as preferred makes for electrical works in MCD.
The following has been stated:
The SOP provides a framework for OEMs/manufacturers to apply for enlistment of their electrical products as preferred makes. Applications are to be submitted in the prescribed format along with supporting documents, and will be evaluated by a committee constituted by MCD.
The minimum eligibility criteria include prescribed financial turnover, marking/technical criteria, relevant experience, manufacturing/OEM status, absence of blacklisting/debarment, and availability of service/dealer support in Delhi NCR.
The minimum average annual turnover for the preceding three financial years is specified as follows:
• Group A items: ₹100 crore for non-MSME OEMs/manufacturers and ₹20 crore for MSMEs.
• Group B items: ₹50 crore for non-MSME OEMs/manufacturers and ₹3 crore for MSMEs.
• Group C items: ₹10 crore for non-MSME OEMs/manufacturers; no minimum turnover is specified for MSMEs.
The products are evaluated through a 60-mark marking system, covering production/product history, testing facility/certification, work experience, approval status, product certification, service/dealership support and Delhi NCR customer support. An OEM/manufacturer must secure at least 40 marks to qualify as an enlisted preferred make.
Applicants must submit documents relating to product certification, testing facilities, minimum work/supply experience, government/PSU approvals, financial information, manufacturing facilities and service/dealer network, as applicable. Various prescribed declarations and proformas are provided as annexures.
MCD reserves the right to reject applications, remove or delist products/makes, inspect manufacturing facilities and withdraw enlistment in cases such as unsatisfactory performance, non-compliance or other appropriate reasons. Enlistment is stated to be generally valid for three years, subject to the conditions specified in the SOP.
