The Ministry of Petroleum and Natural Gas (MoPNG), on September 19, 2026, announced that Biometric Aadhaar Authentication (BAA) will be mandatory from October 1, 2026 for domestic LPG consumers seeking to book refills at the regulated Retail Selling Price (RSP) with applicable subsidy. The measure is intended to ensure that subsidised LPG reaches genuine and eligible households and to prevent diversion, duplicate/ineligible connections and improper subsidy claims.
Consumers who have already completed BAA do not need to authenticate again. Those who have not completed it can do so during LPG delivery, at the distributor’s showroom, or through the relevant OMC mobile application—IndianOil ONE for Indane, HelloBPCL for Bharatgas and HP PAY for HP Gas. As of September 19, 2026, 27.43 crore active domestic LPG consumers, representing 89.9% coverage, had completed authentication.
Consumers who are unwilling or unable to complete BAA will still be able to receive LPG, but must register their choice through the OMC’s digital channels, including the web portal, mobile app, WhatsApp chatbot or IVRS. Such consumers will receive LPG at the applicable market price without subsidy, in 5 kg or 10 kg cylinders, subject to local availability.
