The Home, Prohibition and Excise Department, Tamil Nadu on September 07, 2026, issued the Tamil Nadu Motor Vehicles Acts – Policy Note 2026–27.
The following has been stated:
• It outlines the functioning, regulatory framework, and initiatives of the Commissionerate of Transport and Road Safety. The department administers driving licences, vehicle registration, fitness certificates, transport permits, motor vehicle taxation, enforcement, and road safety under the Motor Vehicles Act, 1988, Central Motor Vehicles Rules, 1989, and Tamil Nadu motor vehicle laws. As of April 1, 2026, Tamil Nadu had 3.99 crore registered vehicles, with two-wheelers constituting 83.45% of the total.
• The Policy Note highlights technology-driven citizen services through VAHAN and SARATHI, including online vehicle registration, licence services, fitness certificates, permits, tax payments, and Aadhaar-based contactless services. It also covers mini-bus permits, inter-State transport agreements, 100% motor vehicle tax exemption for battery-operated vehicles up to December 31, 2027, and measures for promoting green mobility.
• A major focus is road safety and enforcement, including State and District Road Safety Councils, a Road Safety Monitoring Unit, a ₹130 crore Road Safety Fund, identification of 132 critical accident corridors, enforcement against speeding, overloading, drunken driving, red-light violations and mobile-phone use, electronic enforcement through ANPR/speed/red-light cameras and AI-based systems, and the Electronic Detailed Accident Report system. The State is also implementing AIS-140-compliant Vehicle Location Tracking Devices for public service vehicles to improve women and children’s safety, along with HSRP implementation.
