The Government of Punjab on September 18, 2026, notified regarding the Punjab Bovine Breeding Certification Requirements for Breeding Bulls and AI Workers.
Punjab Government has prescribed the procedure and conditions for certification of breeding bulls at semen stations under Sections 11 and 12 of the Punjab Bovine Breeding Act, 2016. Semen stations must apply in Form L-1 with a non-refundable fee of ₹10,000 per new bull at least one month before induction, while renewal requires Form L-2, ₹5,000 per bull and the previous certificate at least 60 days before expiry. The Punjab Bovine Breeding Authority is required to decide applications within 30 days, and certificates are valid for two years. Certification requires compliance with prescribed bull standards, disease-free status based on tests not older than 180 days, absence of recessive gene-linked diseases, normal karyotype and mandatory physical examination by Authority experts. Certified bulls must be registered with their original/RFID/12-digit tag, with any tag alteration reported within 24 hours, and live status and disease-testing reports submitted every six months. A lifelong unique alphanumeric identication number is also allotted to each certified bull.
The notification also prescribes certification requirements for trained Artificial Insemination (AI) workers. Applicants must submit Form N-1 with a ₹1,000 non-refundable fee; renewal through Form N-2 requires ₹500 and the previous certificate at least 60 days before expiry. Applicants must be permanent residents of Punjab, meet the prescribed Punjabi language qualification, complete at least three months of practical AI training from an Authority-approved institution under a registered veterinarian, and be free from communicable diseases. The certificate, issued in Form O, is valid for two years and permits the certified worker to perform AI in accordance with the State breeding policy and procure semen only from Authority-registered semen banks.
Certified AI workers are prohibited from transferring, selling or gifting semen straws and may not possess more than 50 semen straws or more than one semen container of maximum 10 litres, which must be properly labelled. They are responsible for maintaining liquid nitrogen levels and prescribed AI equipment and must submit a monthly work-done report in Form P to the concerned semen bank. The provisions are aimed at regulating breeding-bull certification, semen handling and AI activities under the Punjab Bovine Breeding Act, 2016.
