The Central Board of Indirect Taxes & Customs (CBIC) on September 28, 2026, issued a circular regarding the establishment of a Special Notified Zone (SNZ) at Surat International Diatrade Centre (SIDC).
The following has been stated: -
•The Special Notified Zone (SNZ) operated by Surat International Diatrade Centre (SIDC) is shifted from Gujarat Hira Bourse, Ichhapore, Surat to the 2nd Floor, Tower-B, Surat Diamond Bourse, Dream City, Khajod, Surat, for viewing, auction/sale and re-export of rough diamonds.
•The SNZ shall commence operations only after written authorisation from the Principal Commissioner/Commissioner of Customs, Ahmedabad, with necessary approval under Section 8 of the Customs Act, 1962.
•Rough diamonds may be imported only through air cargo and must be accompanied by prescribed documents, including invoice, packing list, insurance documents and Kimberley Process Certificate.
•Sold diamonds shall be cleared on payment of applicable customs duty, while unsold diamonds shall be re-exported within 75 days of import, with repacking and customs verification.
•The old SNZ at Gujarat Hira Bourse shall be de-notified within 10 days of operationalisation of the new SNZ, ensuring uninterrupted transition.
