The Directorate General of Civil Aviation (DGCA) has issued a circular prescribing minimum criteria and requirements for authorisation, operation, renewal and oversight of Remote Pilot Training Organisations (RPTOs).
The following has been stated:
Eligibility and scope: The circular applies to RPTOs providing VLOS/BVLOS training for Aeroplane, Rotorcraft and Hybrid categories covering Micro, Small and Medium classes. Eligible applicants include Indian citizens, companies/body corporates, Government entities and registered societies.
Infrastructure and personnel: For a batch of up to 20 trainees, an RPTO must have a 300 sq. ft. classroom, a minimum of two Remote Pilot Instructors, two UAS and two simulators, along with suitable flying areas and other required facilities.
Authorisation procedure: Applications must be submitted through the eGCA portal at least 60 days before commencement of operations, followed by DGCA pre-authorisation inspection. The authorisation, once granted, is generally valid for 10 years, subject to continued compliance.
Records and compliance: RPTOs must maintain detailed student, instructor, UAS, battery, maintenance and digital flight records, with records retained for at least five years. DGCA may conduct surveillance, inspections and spot checks to verify continued compliance.
Safety and enforcement: RPTOs are required to maintain a Safety Management System and Quality Assurance System. Non-compliance, concealment or misrepresentation may result in alteration, suspension or cancellation of authorisation or penalties under the Drone Rules, 2021. The circular supersedes Drone Training Circular 01 of 2022.
