The Revenue Department, Administration of the Union Territory of Ladakh on September 14, 2026, issued the SOP for Change of Land Use.
The following has been stated:
• The Union Territory has notified a Standard Operating Procedure (SOP) for change of land use (CLU) under Section 13 of the Jammu and Kashmir Agrarian Reforms Act, 1976, read with Section 133-A of the Jammu & Kashmir Land Revenue Act, Samvat 1996. Applicants shall apply online through the Ladakh Land Records (LaLR) Portal and submit land details, ownership documents, ID proof, and a site plan. The concerned Deputy Commissioner will verify the land records and, where required, conduct ground verification, following which the competent authority will decide the application and issue a Land Use Change Certificate upon approval.
• The SOP prescribes CLU charges as 1/5 × Land Value × Land Area × Use Type. The Use Type factor is 1 for residential use and 1.5 for non-residential use. The Land Use Change Certificate only authorises the approved change of land use and does not constitute permission for construction or development; separate approvals, permissions and NOCs under applicable laws are required.
