The Government of Andhra Pradesh, Consumer Affairs, Food & Civil Supplies Department, on September 22, 2026, issued a Preliminary Notification proposing amendments to the Andhra Pradesh Legal Metrology (Enforcement) Rules, 2011. The amendments are proposed under Section 53 of the Legal Metrology Act, 2009, and the draft has been published for information and inviting objections or suggestions.
The draft introduces self-declaration-based applications for licences by manufacturers and dealers of weights and measures through new Forms LM-1(a) and LD-1(a). It also provides for automatic approval subject to prescribed conditions, removes the requirement for renewal applications for manufacturers/dealers where automatic approval applies, and introduces specific provisions for suspension of licences where false or incorrect information is furnished. New self-declaration forms require compliance with prescribed standards, Model Approval Certificates, verification requirements, maintenance of records and testing equipment, periodic returns, and acceptance of liability for discrepancies or violations.
The proposal also omits Forms LM-2 and LD-2, modifies Forms LM-3 and LD-3, and substitutes the licence fee schedule under Schedule-IV, including fees for manufacture, repair, calibration of storage tanks and dealing in weights and measures. The draft will be considered by the Government after seven days from publication in the Andhra Pradesh Gazette, and objections or suggestions are to be submitted to the Commissioner and Ex-Officio Secretary, Consumer Affairs, Food & Civil Supplies Department, Andhra Pradesh.
