The Ministry of Environment, Forest and Climate Change (MoEFCC) on September 30, 2026, notified regarding the Preparedness for Stubble-Burning Prevention, Vehicular and Industrial Emission Control.
The Sub-Committee, chaired by Shri Rajesh Verma, reviewed how prepared NCR State Governments, GNCTD and implementing agencies are to enforce air quality directions ahead of winter.
Key areas reviewed:
Stubble burning: Preparedness of Punjab, Haryana and UP under Direction No. 99, including crop diversification, Direct Seeded Rice, residue utilisation and farmer awareness.
Vehicular pollution:
Entry restrictions on BS-IV and older commercial goods vehicles into Delhi (Direction 88).
Shift of buses entering Delhi to cleaner modes (Direction 93).
ANPR systems at fuel/CNG stations to deny fuel to vehicles without a valid PUCC from 01.10.2026 (Direction 101).
Cleaner mobility for aggregators, delivery and e-commerce fleets (Direction 94).
Impounding and scrapping of End-of-Life vehicles, per the Supreme Court order of 17.12.2025.
Phase-out of diesel auto-rickshaws in NCR by 31.12.2026 (Direction 70).
Traffic hotspot decongestion using ITMS and ANPR-based challaning.
Industry and dust: Stone crushing units (Direction 103) and stricter industrial emission standards (Direction 98). Procurement and deployment of additional Mechanical Road Sweeping Machines before winter.
Compliance monitoring: Action taken on surprise inspections of C&D sites, industries and DG sets, and timely resolution of social media complaints tagged by CPCB.
Agencies were told to ensure strict, coordinated, time-bound implementation, especially for winter preparedness, vehicular and industrial enforcement, stubble burning prevention, dust control and inspections. They reaffirmed their commitment to do so.
