The Securities and Exchange Board of India (SEBI) on October 01, 2026, issued the Implementation of Section 51A of UAPA, 1967: Amendment of One Entry in the UNSC's ISIL (Da'esh) & Al-Qaida Sanctions List (1267/1989 Committee).
The UNSC Committee set up under resolutions 1267 (1999), 1989 (2011) and 2253 (2015) has amended one entry on its ISIL (Da'esh) and Al-Qaida Sanctions List. Listed persons and entities are subject to an assets freeze, travel ban and arms embargo under Security Council resolution 2734 (2024). The amendment is detailed in UN Note SC/16465 dated 28 September 2026, which is enclosed as Annexure 1. The circular also directs readers to the UN websites for the consolidated sanctions list, the 1267 ISIL/Al-Qaida list and the 1988 Taliban list, where updated information can be accessed.
On delisting, as per Ministry of Home Affairs instructions, any request received by a Regulated Entity must be forwarded electronically to the Joint Secretary (CTCR), MHA, with a copy marked to the Joint Secretary (UNP), Ministry of External Affairs. Individuals or entities seeking removal from the list may also apply directly to the independent UN Ombudsperson. Finally, stock exchanges, depositories, KRAs and registered intermediaries are advised to take note of the UNSC communication and the Central Government Order F. No. 14014/01/2019/CFT dated 2 February 2021, which sets out the procedure for implementing Section 51A, and to ensure compliance.
