The Ministry of Social Justice and Empowerment (MoSJ&E) on September 24, 2026, issued the Draft Rights of Persons with Disabilities (Amendment) Rules, 2026 to further amend the Rights of Persons with Disabilities Rules, 2017.
The following amendments have been stated:
• In the Rights of Persons with Disabilities Rules, 2017, clause (d) in sub-rule (1) of rule 15 shall be inserted and amended as follows:—
(d). Assistive Products and Technology (Standards and Accessibility)
The Ministry is inviting public objections and suggestions for 30 days before the government considers them. The changes respond to the Supreme Court's Rajive Raturi judgment, which directed the government to separate the non-negotiable accessibility rules under Section 40 of the Act from the broader guidelines in Rule 15(f) and to ensure uniform, clear standards across sectors.
