The Labour Commissioner, Gujarat, through a circular dated October 4, 2026, has prescribed minimum wage rates for contract labour engaged in employments not covered under the scheduled employments under the Minimum Wages Act, 1948. Contractors are required to pay contract workers the prescribed minimum wages along with the applicable cost-of-living allowance.
The prescribed daily basic wage rates are ₹452 for skilled workers, ₹452 for semi-skilled workers and ₹452 for unskilled workers in Zone-I, while for Zone-II, the rates are ₹452 for skilled, ₹452 for semi-skilled and ₹441 for unskilled workers. Zone-I covers specified municipal corporation, municipality and urban development authority areas, while Zone-II covers the remaining areas of Gujarat.
In addition to the basic wage rates, contractors are required to pay a special allowance of ₹72.50 per day linked to the cost-of-living index. This allowance is applicable for the period from October 1, 2026 to March 31, 2027.
