The Delhi Transport Corporation (DTC) has notified the Delhi Transport Corporation (Free and Concessional Passes) (Second Amendment) Regulations, 2026, further amending the 1985 Regulations. The amendment revises Regulation 3 concerning eligibility for free travel facilities in DTC and Cluster buses.
Under the amended provision, female passengers who are residents of Delhi are eligible to travel free in DTC and Cluster buses, both AC and non-AC, using the Pink Saheli Smart Card (NCMC). Such passengers may alternatively choose to purchase a ticket at the applicable fare. Women who are not eligible for the free-travel facility may also travel by purchasing tickets at the applicable fare.
The same free-travel provisions are expressly extended to transgender persons who are residents of Delhi. The amendment deletes clause (vii) of Regulation 3 and inserts the new clause (ix) after clause (viii). The Regulations come into force from the date of their publication in the Official Gazette, i.e. 3 October 2026.
