The Government of NCT of Delhi on October 01, 2026, directed all Cooperative Group Housing Societies (CGHS) to undertake an immediate comprehensive safety inspection/audit of their society buildings, common areas and facilities, in accordance with Rule 106 of the Delhi Co-operative Societies Rules, 2007 and the directions of the Hon’ble Minister (Cooperation) dated 12 September 2026.
The audit must cover structural safety, including inspection for structural damage, major cracks, seepage/leakage, roof or external-wall damage, staircase defects and other risks; verification of a valid Fire Safety Certificate/NOC and proper functioning of fire-fighting and safety installations; and verification of valid lift inspection/safety certificates and proper maintenance of lifts, wherever applicable. Any serious deficiency posing an imminent risk to life or property must be addressed immediately and, where necessary, referred to DDA, MCD, Delhi Fire Service or another competent authority.
The Managing Committees are also required to ensure regular inspection, timely repairs and maintenance, building safety, and preparation/updating of the Disaster Management Plan and Fire Prevention Plan, while maintaining records of inspections, deficiencies and remedial action. A compliance report is required to be submitted to the Office of RCS within three weeks, and the Managing Committee remains responsible for ensuring due inspection, maintenance and timely remedial action in respect of the society's buildings and common facilities.
