The Directorate General of Trade Remedies (DGTR) on September 30, 2026, issued a notification regarding the initiation of an anti-subsidy investigation concerning imports of Uncoated Writing and Printing Paper originating in or exported from Indonesia.
The following has been stated: -
•The DGTR has initiated a countervailing duty investigation into uncoated writing and printing paper made from virgin wood pulp, up to 150 GSM, originating in or exported from Indonesia, following an application by the Indian Paper Manufacturers Association (IPMA).
•The applicant alleged that Indonesian producers/exporters benefit from actionable subsidies provided by various government authorities, causing material injury to the Indian domestic industry.
•The product covers various types of writing, printing, maplitho, wood-free and offset papers, while excluding specified products such as copier paper, newsprint, kraft paper and recycled-pulp paper.
•The DGTR considered domestically produced goods to be like articles to the subject imports and noted their technical and commercial substitutability.
•The applicant producers, including Bilt Graphic Paper Products and West Coast Paper Mills, along with supporting domestic producers, were found to constitute the domestic industry under the Anti-Subsidy Rules.
