The Haryana Government, on October 8, 2026, has published the Draft Haryana Legal Metrology (Enforcement) Rules, 2026, proposing to replace the existing 2011 Rules.
The following has been stated:
The draft introduces a registration-based framework for manufacturers, repairers and dealers of weights and measures, including registration certificates, security deposits, maintenance of records and quarterly returns. Existing licence holders would be required to apply for registration within six months, with previously paid licence fees adjusted for the remaining period.
The draft also prescribes detailed requirements for verification, stamping and use of weights and measures, including special requirements for bullion, precious stones, weighing instruments and fuel dispensers. It provides for suspension or revocation of registration, appeals, compounding of offences and penalties of up to ₹1 lakh where no specific penalty is provided under the Act.
The Haryana Legal Metrology (Enforcement) Rules, 2011 are proposed to be repealed, subject to transitional savings. Objections or suggestions on the draft may be submitted before the expiry of one week from its publication in the Official Gazette.
