Commercial ComplianceThe Government of Bihar on October 6, 2026, issued the Bihar Legal Metrology (Enforcement) Amendment Rules, 2026, to further amend the Bihar Legal Metrology (Enforcement) Rules, 2014. 

The amendments replace the existing licensing framework with an electronic registration system, with applications, fee payments, registration certificates and returns to be processed through the notified portal. Registration certificates will be auto-generated, perpetual and valid without renewal, subject to suspension, cancellation or surrender.

Registered persons must submit quarterly returns, maintain prescribed records and comply with requirements relating to workshops, equipment and security deposits. Existing licences will be deemed to be registration certificates without requiring a fresh application or additional fee.

The amendments also introduce detailed provisions for suspension, cancellation and appeals, including grounds such as false information, violation of the Act/rules and failure to submit returns for two consecutive quarters. Existing transitional arrangements are provided for licences, security deposits, pending applications and proceedings.
