The Department of Information & Publicity, Govt. of Goa on October 08, 2026, directs Local Food Vendors to comply with Mandatory Licensing and Hygiene Requirements.
The Government urges food business operators (FBOs), including bakery and snack vendors selling through roadside tables or car booths, to comply with mandatory requirements before commencing vending activities. Vendors shall obtain a No Objection Certificate (NOC) from the relevant local body, such as a panchayat, municipal council or Corporation of the City of Panaji (CCP), and secure FSSAI registration for their kitchen or food preparation premises. They shall also maintain prescribed hygiene standards at both preparation and vending locations. Home-based orders for cakes and pastries shall not be accepted without the required FSSAI registration. Vendors operating without the necessary permissions have been directed to stop vending and promoting their businesses through social media, failing which legal action may be initiated under Section 63 of the Food Safety and Standards Act, 2006. The FDA has also advised vendors to approach its help desk for assistance with documentation and permissions.
