The Directorate General of Trade Remedies (DGTR), Initiated an anti-dumping investigation concerning imports of Clavulanic Acid (Potassium Clavulanate) and its Intermediate Amine Salt originating in or exported from China PR and the European Union. The investigation follows an application by Kinvan Private Limited, which has alleged that the subject goods are being imported at dumped prices and are causing material retardation to the establishment of the domestic industry in India.
The product under consideration covers Clavulanic Acid and its Intermediate Amine Salt, while Sterile Grade Clavulanic Acid and Amine Salts intended for production of Sterile Grade Clavulanic Acid are excluded. Kinvan Private Limited, which commenced commercial production in March 2024 and operates a plant in Nalagarh, Himachal Pradesh, has been considered the sole domestic producer and therefore constitutes the domestic industry. The POI is 1 April 2025 to 31 March 2026, with injury analysis covering 2022-23, 2023-24, 2024-25 and the POI. DGTR has prima facie found significant dumping margins above the de minimis level and evidence of material retardation to the domestic industry's establishment.
All interested parties must register and submit information through the SETU Portal. Comments on the PUC and proposed PCN methodology must be filed within 15 days from initiation, while the confidential and non-confidential submissions are generally due within 37 days from circulation/transmission of the non-confidential application. Submissions must include searchable PDF/MS Word for narrative material and editable MS Excel for numerical data. Confidential submissions must be accompanied by corresponding non-confidential versions, and parties may comment on other parties' confidentiality claims within 7 days.
