Industry Specific ComplianceThe Department for Promotion of Industry and Internal Trade (DPIIT), on October 9, 2026, superseding the Hand Tools (Quality Control) Order, 2025, except for actions already taken or omitted before the supersession. The Order has come into force from the date of its publication in the Official Gazette.

The Order mandates that specified hand tools conform to the corresponding Indian Standards and bear the BIS Standard Mark under a licence issued in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The covered products include pipe wrenches, open-jaw and ring wrenches, adjustable wrenches, chain pipe wrenches, slugging wrenches and combination side-cutting pliers. The Bureau of Indian Standards (BIS) will act as the certifying and enforcement authority. Exemptions apply to domestically manufactured goods intended for export and up to 200 imported units per year for manufacturers’ research and development, subject to non-commercial use, disposal as scrap and maintenance of annual records.

Implementation for general enterprises is scheduled from April 1, 2027; for small enterprises, from July 1, 2027; and for micro enterprises, from October 1, 2027. The latest versions of the relevant Indian Standards, including amendments notified by BIS, will apply. Contravention of the Order will attract penalties under the Bureau of Indian Standards Act, 2016.
