The Solan Municipal Corporation, on September 25, 2026, notified the Solan Municipal Corporation (Registration and Control of Pet Dogs) Bye-laws (First Amendment), 2026 under Chapter XVIII read with Section 395 of the Himachal Pradesh Municipal Act, 1994. The amendment applies to the entire Solan Municipal Corporation area and will come into force from the date of its adoption and publication in the Himachal Pradesh Government Rajpatra (e-Gazette).
The amendment revises Clause 3 relating to registration of dogs. Registration of pet dogs above three months of age remains compulsory, with a one-time registration fee of ₹500 per dog and an annual licence fee of ₹1,500 per dog. However, the amendment adds that the annual renewal licence fee for dogs of Indian breeds and stray dogs will be ₹500 per dog per annum instead of ₹1,500. The existing provisions also require photographs and a vaccination certificate, provide for a metal registration token, and permit a family to keep a maximum of two dogs.
The registration remains valid for the full lifespan of the dog, while owners must inform the Registration Authority in case of the dog's death. A blind person keeping a dog solely for guidance is exempt from the registration fee, while a duplicate metal token is subject to a ₹500 fee.
