The Commission for Air Quality Management in National Capital Region and Adjoining Areas (CAQM) on October 08, 2026, a Show-Cause Notice was issued to the Uttar Pradesh Transport Department for Non-Compliance with ANPR-Based Vehicle Pollution Enforcement Directions.
The following has been stated:
• CAQM has issued a notice to the Transport Department of Uttar Pradesh over the alleged failure to install, integrate, and operationalise Automated Number Plate Recognition (ANPR) camera systems linked with the VAHAN and Pollution Under Control Certificate (PUCC) databases at 987 identified fuel stations in the National Capital Region (NCR) districts of Uttar Pradesh. Under CAQM Direction No. 101 dated May 15, 2026, these systems were required to be operational by September 30, 2026, to identify vehicles without valid PUCCs and enforce the restriction on fuel dispensing to such vehicles from October 1, 2026, subject to specified exceptions. According to the Commission, no installation or deployment activity had commenced at the identified fuel stations by the deadline, and the Transport Department had not submitted the requested compliance reports despite follow-up communications.
• The Secretary-in-Charge of the Transport Department and the Transport Commissioner, Government of Uttar Pradesh, have been directed to appear before CAQM on October 15, 2026, at 11:00 AM and submit a comprehensive status report explaining the delay, progress made and a time-bound action plan for completing implementation. The notice states that failure to appear or submit the report without sufficient cause may result in the Commission proceeding on the available records. Non-compliance with CAQM directions may attract penalties under Section 14 of the Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021, including imprisonment of up to five years, a fine of up to ₹1 crore, or both, subject to the applicable legal process.
