The Department of Industries, Bihar, on October 9, 2026, has highlighted the implementation of the Bihar Ease of Doing Business Act, 2026, providing MSMEs and other enterprises with self-declaration, time-bound approvals and protection from routine inspections.
The following has been stated:
The Act establishes a Right to Business framework under which enterprises may start or expand operations through a Declaration of Intent and self-declaration. A Certificate of In-Principle Approval (CIPA) is to be issued within 5 working days for Micro, 10 working days for Small, and 15 working days for Medium and Large enterprises, failing which it is deemed granted.
The CIPA remains valid for three years, during which the enterprise may establish, construct and operate while obtaining applicable regular approvals. Enterprises holding a valid CIPA are protected from routine inspections for three years, except in cases such as serious complaints, risk-based selection or limited computerised random inspections.
The framework also provides for deemed approvals and time-bound appeals, along with self-certification or third-party certification for specified activities. The system will operate through the Single Window System, Invest Bihar, and District Empowered Committees to facilitate business establishment and expansion.
