Industry Specific ComplianceThe National Bank for Agriculture and Rural Development (NABARD) on September 25, 2026, issued Operational guidelines for Financing of Primary Weavers Cooperative Societies (PWCS) by Scheduled Commercial Banks.

NABARD has decided to broadly continue its existing policy for providing short-term credit limits to Scheduled Commercial Banks for financing Primary Weavers Cooperative Societies for FY 2026–27. The eligibility criteria require banks to maintain a minimum Capital to Risk-Weighted Assets Ratio (CRAR) of 11.5% as of March 31 of the preceding financial year, net NPAs not exceeding 9% of net loans and advances, and a net profit in the immediately preceding financial year. Any improvement or deterioration in these parameters as of March 31 will be considered while determining eligibility for refinance.

The interest rate on NABARD’s refinance will be determined from time to time and will be payable quarterly on July 1, October 1, January 1 and April 1, or upon repayment of the entire principal amount. NABARD may revise the applicable parameters, terms, conditions and quantum of refinance as required. All other terms and conditions under Circular No. 78/DoR-28/2014 dated April 23, 2014, remain unchanged. The operational guidelines are effective from April 1, 2026.
