Industry Specific ComplianceThe Directorate General of Civil Aviation (DGCA) on October 13, 2026, invites comments on the CAR Section 11, Series C, Part I – Dangerous Goods Training Program and Approved Training Organization.

DGCA through the revised Civil Aviation Requirements (CAR), Section 11, Series C, Part I, September 2026, has prescribed requirements for establishing and maintaining Dangerous Goods Training Programmes by aircraft operators, employers and agencies involved in the transportation of dangerous goods by air. Personnel must undergo appropriate initial training, function-specific training, safety training and assessment before performing their assigned duties. Recurrent training and assessment must be completed within 24 months, and training records must be maintained for at least three years.

Operators and employers must obtain DGCA approval for their training programmes, which may be valid for up to two years and must be renewed at least 30 days before expiry, along with the prescribed fee and internal audit report. The CAR also establishes requirements for approving Dangerous Goods Training Organisations, including training manuals, qualified instructors and assessors, training facilities, assessment tools and competency-based courses. Approval for training organisations may be granted for up to four years, subject to continued compliance. The revised CAR supersedes the earlier version dated January 23, 2026.
