Secretarial ComplianceThe National Commodity Clearing Limited (NCCL) on October 15, 2026, pursuant to communication received from SEBI dated September 25, 2026, has informed clearing members about TRAI’s decision to transition from the existing logger mode to blocker mode for SMS variable-field scrubbing. Under logger mode, non-compliant SMS messages are delivered with errors generated for corrective action; under blocker mode, such messages will be rejected. The mechanism aims to prevent misuse of registered SMS content templates and ensure that variable fields are used only for their registered purposes.

Concerned entities must review SMS content templates, prioritising those used during the preceding 90 days, identify all variable fields and ensure appropriate pre-tagging as prescribed by TRAI. They must monitor delivery errors and coordinate closely with the concerned Access Providers to address non-compliance. The exercise must be completed by October 17, 2026, within the prescribed 30-day period. Clearing members are required to take note of these requirements and ensure ongoing compliance with TRAI’s directions and guidelines.
