The Government of Himachal Pradesh on October 13, 2026, issued the Draft Solid Waste Management (Collection, Transportation and Disposal By laws-2026) of Nagar Panchayat Jubbal District Shimla H.P for Municipal Solid Waste Management and Disposal.
The following have been stated:
The Municipal Council/Nagar Panchayat shall establish an Integrated Solid Waste Management (ISWM) system in accordance with the Solid Waste Management Rules, 2026, prioritising waste prevention, reduction, reuse, recycling, composting, biomethanation, waste-to-energy and, as a last resort, sanitary landfilling. Decentralised processing of wet and horticultural waste shall be encouraged to reduce transportation and maximise resource recovery. Every waste generator shall segregate waste into four streams: wet waste (green bin), dry waste (blue bin), sanitary waste (red bin) and special care waste (black bin), replacing the earlier three-stream system. Gated communities and institutions exceeding 5,000 sq. m., resident welfare associations, market associations, hotels and restaurants must ensure source segregation and separate collection within one year of notification of the Bye-Laws. Construction and demolition waste, horticultural waste, biomedical waste, e-waste and industrial waste shall be handled separately as per applicable rules. Open burning, burying or dumping of waste in public places, drains and water bodies is prohibited.
The local body shall ensure daily door-to-door collection from all households, including slums and informal settlements, as well as commercial and institutional premises. Collection and transportation vehicles must maintain separate arrangements for different waste streams, use covered transportation and, where applicable, GPS tracking and audible alarms. Residential collection timings shall generally be 5:00 AM to 8:00 AM in summer and 6:00 AM to 9:00 AM in winter, while commercial collection shall generally take place between 3:00 PM and 5:00 PM. Bulk Waste Generators must register through the centralised online portal, arrange adequate on-site processing of wet waste, fulfil Extended Bulk Waste Generator Responsibility (EBWGR) obligations, and submit annual returns by June 30 each year. Exemptions and EBWGR certificates shall be obtained where decentralised wet-waste processing cannot be established, as applicable. The Bye-Laws also prescribe monthly user charges for households and different commercial, institutional and industrial establishments, subject to annual revision at 10%, and permit collection arrears and unpaid fines to be added to the following financial year's property tax. The local body must also establish secondary storage facilities, Special Care Waste Deposition Centres at the prescribed frequency, and systems for integrating authorised waste pickers and addressing public grievances.
