Commercial ComplianceThe Ministry of Defense (MoD) on October 12, 2026, issued the Draft Pune Cantonment Building Bye-laws, 2026.

The following has been stated:

• The draft establishes procedures for building-plan approval, construction, reconstruction, additions and alterations, requiring applicants to submit applications and supporting documents online through the e-Chhawani portal via registered architects. It prescribes scrutiny and resubmission of building plans, and permits revocation of approval where material facts are misrepresented or construction deviates from the sanctioned plan, subject to an opportunity of hearing. Applicants shall notify the commencement of construction and submit a completion notice within 30 days of completion; an occupancy certificate is issued after inspection and verification of compliance.

• The draft also provides for zoning into three zones, with Zone I covering specified civil areas, Zone II covering other areas including Old Grant bungalow sites and leases outside the civil area, and Zone III covering Survey Nos. 72–76 of Mundhwa Industrial Estate. For Zone I, permissible Floor Space Index (FSI) ranges from 1.0 to 2.0 depending on plot size, with maximum ground coverage ranging from 50% to 90%.

• It further regulates unauthorized construction and its potential compounding, subject to applicable restrictions including FSI, setbacks and ground coverage.

• Objections and suggestions to these draft rules are invited by November 14, 2026 (Saturday).
