The Commission for Air Quality Management (CAQM) has invoked Stage-I of the Graded Response Action Plan (GRAP) across the entire Delhi-NCR with immediate effect, following a sharp deterioration in air quality, with Delhi’s AQI reaching 245 in the ‘Poor’ category on October 21, 2026.
The following has been stated:
The CAQM Sub-Committee on GRAP, after reviewing the air quality and weather forecasts, has directed implementation of all 25 action points under Stage-I of GRAP across the NCR. The measures include strict dust-control measures at construction sites, proper covering and transportation of construction waste, mechanised road sweeping, water sprinkling and prevention of open waste burning.
Authorities have also been directed to strengthen enforcement of vehicle PUC norms, restrictions on overaged and visibly polluting vehicles, industrial emission standards, thermal power plant norms and firecracker-related restrictions. Regulation of diesel generator sets has also been strengthened, with restrictions and specified conditions depending on their capacity and fuel type.
Further, restrictions have been imposed on certain inter-city and inter-state buses entering Delhi-NCR, while the use of coal and firewood in tandoors in hotels, restaurants and open eateries has been prohibited, requiring electricity, gas or other clean-fuel-based appliances. Public transport and unified employee commuting have also been encouraged to reduce vehicular pollution.
Citizens have been advised to monitor AQI and the applicable GRAP stage, maintain valid PUC certificates, avoid vehicle idling and visibly polluting vehicles, prefer public transport or car-pooling, avoid open waste disposal and unnecessary use of DG sets, and report pollution-related violations through designated apps. The CAQM will continue to monitor air quality and review the situation for further action.
