The Multi Commodity Exchange Clearing Corporation Limited (MCX) on October 23, 2026, issued a circular to direct members to update Sanctions Screening in Compliance with UNSC List amendments under Section 51A of UAPA, 1967.
The following has been stated:
• MCX, pursuant to communication received from SEBI, has notified its members of amendments to three entries in the United Nations Security Council (UNSC) ISIL (Da’esh) and Al-Qaida Sanctions List, as communicated through SEBI on October 22, 2026. Members shall comply with the Central Government Order dated February 2, 2021, concerning the implementation of Section 51A of the Unlawful Activities (Prevention) Act, 1967, and Clause 54 of SEBI’s Master Circular dated June 6, 2024, on Anti-Money Laundering (AML) standards and Combating the Financing of Terrorism (CFT).
• Members are required to conduct rigorous and periodic screening of all existing client databases to ensure that no accounts are held by or linked to individuals or entities appearing on the applicable UNSC sanctions lists, and to carry out the same checks for new accounts. Any identified matches shall be immediately frozen and reported to the relevant authorities in accordance with the prescribed procedure. Members shall regularly monitor the updated UNSC Consolidated List, the ISIL (Da’esh) and Al-Qaida Sanctions List, and the Taliban Sanctions List, as applicable.
• Any delisting request received shall be forwarded electronically to the Joint Secretary (CTCR), Ministry of Home Affairs (MHA), with a copy to the Joint Secretary (UNP), Ministry of External Affairs (MEA). Individuals and entities seeking removal from the sanctions list may also be informed of the procedure to apply to the independent Ombudsperson appointed by the UN Secretary-General.
