The Ministry of Commerce and Industry (MoCI), on October 22, 2026, notified the initiation of a sunset review investigation of anti-dumping duty on imports of Natural Mica-based Pearl Industrial Pigments, excluding Cosmetic Grade, from the People's Republic of China PR.
The following has been stated:
• DGTR has recommended the continuation of anti-dumping duty on imports of Natural Mica-Based Pearl Industrial Pigments, excluding Cosmetic Grade, originating in or exported from China PR, for a further period of five years. The investigation period was October 1, 2024, to September 30, 2025. The Authority concluded that cessation of the existing duty would likely result in the continuation or recurrence of dumping and injury to the domestic industry, considering significant excess production capacity in China, additional capacity expansion of 42,000 MT, export-oriented production and the likelihood of Chinese exports entering India at injurious prices. Although the domestic industry's production, domestic sales and market share improved and its losses declined following the existing measures, the Authority found that the industry continued to face financial difficulties.
• It also concluded that the impact of the anti-dumping duty on downstream industries was insignificant, accounting for less than 1% of the total cost of the downstream product based on information submitted by participating users, and that the domestic industry's available capacity was sufficient to meet Indian demand, including demand currently met through imports from China.
• Accordingly, the DGTR recommended continuation of the definitive duty imposed under Notification No. 47/2021-Customs (ADD) dated August 26, 2021, as modified by Notification No. 13/2023-Customs (ADD) dated November 22, 2023, without recalculating the existing duty amounts. The recommended rates are USD 299 per metric tonne for Fujian Kuncai Material Technology Company Limited and USD 3,144 per metric tonne for other producers in China PR; the latter rate also applies to goods originating in other countries but exported from China PR.
• The individual rate for Fujian Kuncai is conditional upon submission of a valid commercial invoice containing the prescribed manufacturer declaration; otherwise, the residual duty applicable to any other producer will apply. The duty continuation is recommended for five years from the date of the notification to be issued by the Central Government.
