The Directorate General of Foreign Trade (DGFT), on October 26, 2026, has amended and clarified the guidelines for the Support for Alternative Trade Instruments under the Export Promotion Mission (EPM) – Niryat Protsahan.
The requirement for exporters to submit a declaration of intent and obtain a Unique Identification Number (UIN) before availing factoring facilities has been discontinued. Exporters will now be identified through their Importer Exporter Code (IEC) at the application, claim and disbursal stages.
DGFT has also specified the eligible export factoring modalities, data filing triggers, and step-by-step procedure for data upload by the factor and claim filing by exporters. For determining eligibility, the relevant event will be the date of export, evidenced by the date of filing of the EGM containing the relevant shipping bill.
Eligible claims relating to export factoring transactions undertaken on or after February 20, 2026 may be filed from the date on which the portal for this intervention becomes operational.
An eligible MSME exporter availing Interest Subvention for Pre- and Post-Shipment Export Credit may also concurrently avail support under this intervention, and vice versa, subject to the prescribed conditions. All other operational and procedural guidelines under Trade Notice No. 25/2025-26 remain unchanged.
